One simple way to find useful plans is to follow the Overseer quest. The menu prompt to interact with the plans will say “Read,” but to make them available you’ll still have to go into your Pip-Boy and read them. This applies even when you find a plan out in the Wasteland (not in a box or as a quest reward). To do this, find them in your Pip-Boy (under Notes) and select them.
